I (personally) wouldn't call this as news, since this issue has been in gaming media for years. For example, for the finnish developers have been suggested to go with the "canadian model" as developing game engines and developing tools, along with games.
Also it's a good thing that canadian government gives support to new game studios, and if i recall, Canada has some sort program supporting the studios.
