Nintendo is already producing over two million DS Lites every month. Combine that with 2.4 million Wii consoles, all sorts of Wii peripherals and controllers (Wii Fit + Balance Board, Wii Remotes, Nunchucks, Classic Controllers, etc), and anything else they may be manufacturing, and it's about impossible for them to manufacture much more than that.
They probably already have all their factories at full capacity, so in order to keep up with demand for everything else, they had to very cautiously reorganize their manufacturing. They only had a very, very little bit of space to manufacture extra items, so they were very constrained in how many DSi units could be made.
