May be he put in a -1 and it occurred a overflow somehow. 2 powered by 31 is 2147483648. Just looks that way.
To the averaged thing. Just to take the average is not the best procedure. A two side "root mean square deviation" based procedure would be more precise, if you take the data like measurement data. Is not that hard to implement, would give a range and takes automatically care of such outliers. Only problem is the number of reading (= votes) is a little low.
