That's Sony's claim but I'm certain they're using a very specific definition of "buy exclusivity" which doesn't include a lot of what the average person would consider "buying exclusivity" ... The fact of the matter is that any game which has a contractual obligation to be exclusive to a particular platform (Metal Gear Solid 4 as an example) is getting something in return for this contractual obligation; it could be a massive marketing campaign, drastically reduced licencing fee, development money, use of IP, or plain old bribe.
