I can't speak to Leipzig, but Nintendo hasn't had a first party presence at the Tokyo Game Show in one and maybe even two console generations. The only thing Nintendo does at TGS is send a keynote speaker, usually Iwata or Miyamoto, to talk about the game industry. Sometimes they don't even do that. So I don't know why anyone would bring TGS to support a point Nintendo slacking off because of their success.
