It is impossible for Sony to be working on the PS4 right now. They may be thinking about it, y'know, getting designs drawn and things like that, but they are not physically putting parts together to work on that. Making a new system costs $1 billion dollars in R&D (Reasearch & Development), $1 billion Sony does not have at the moment to be spending.
As for a 2010 launch, it will never happen for Sony, and won't happen for the 360. The earliest is the end of 2011. I'm going with 2012. Sony has a 10-year plan, but that probably constitutes a new system being released in the 6th/7th year of the PS3, hence 2012 being the earliest date. Sony cannot and will not release a new console after only 4 years. Sega unfortunately (I miss you guys) made that mistake with the Saturn going into the Dreamcast. Microsoft did that going into the 360 from Xbox1 and they got RROD.
