That clip says nothing about qualifications. He said that he wouldn't do it because he'd basically have to start his campaign immediately (in 2004 right after the Senate race).
Obviously he's managed to do all right in that area.
The newsman did say that he "suggest[ed that] he lacked experience", but the clip of Obama does not substantiate questions on qualification. It only proves that he "flip-flopped" on running for President.
