No, not really. Well, of course there is, but in a way it isn't.
Ps3's total software is going to be far, far lower than the Ps2's. What seems to happen though, is for the best selling games to sell equally on a low userbase (Ps3), as they did on large last gen. The reason for this, is that the quantity of good, quality games is lower this generation. Hence why 2 of the 3 main platforms are having relatively small libraries.
So I think it equals it out.
The Ps3 gets half the userbase, but also gets less than half the competition. This means high profile games are likely to sell almost equal to previous generations.

If you're not going by VGChartz numbers, you need to state so, and give us a link to the story. VGChartz firmly states 9.5M sales. http://www.vgchartz.com/games/game.php?id=887®ion=All. I doubt you have a better source.
I also stated that I believe GT5 will outsell GT4, so your last sentence makes to sense whatsoever with the quote you had.
There's also a good reason GT4 Prologue didn't sell too well. There was already a GT out. Buy a full GT, that's now decreased in price, or a "demo" for the same price? The choice is obvious. This means that GT4:P sales were all from people who owned 3.
