I'm sure it's at least 20 million. They've been working on this game for nearly 3 years. The first trailer they showed was at E3 '05. I don't know if it quite reached 40, but I wouldn't discount 30 mil easy. Heavenly Sword is another big budget one, that title has been worked on for about 4 years, and jumped platforms from original Xbox to PS3.
