PC gaming is easily cheaper, you don't need a top notch PC (especially nowadays). Now you see hundreds of PC games coming out on retail at $30 or $40 price point, way cheaper than console games.
You can easily buy a $700 PC that will last you until the end of this generation and a couple of years into the next gen. And upgrading is becoming more and more obsolete due to the fact that PCs can last much more time playing games today.
