PS3 has been as low as 25k and as high as 37k over the last 15 weeks where as the Wii has been as low as 52k and as high as 73k over the last 15 weeks. I don't see how it is keeping up with those numbers.
As for supply problems, nope. The craze just is not as big in those regions as it is in NA and JP. Nintendo has never done exceedingly well in EU as far as I know.
