Ganondorf is all but confirmed, I don't have the link hadny but you can probably find it easily on Kotaku with a little bit of searching. In an interview with one of the Zelda Phantom hourglass producers (I believe that's who it was) he mentioned turning in art for Sheik and Ganondorf for Brawl.

And while I usually don't put a lot stock in rumors, the above one is one of the few I'll begin to believe because that was mainly one of those developer slip up ones.
