True or not this wouldn't excuse the PS3 edition as well. The fact is that it was cheaper to just produce new boxart and offer a code to download the maps like regular DLC. Lazy? yeah...and even worse that it doesn't seem to be working like it should.
I just have the regular edition but for the person who asked about used copies....if somebody has redeemed the code then no you won't get the extra maps. You could get lucky and get a copy where it wasn't redeemed but it's a tossup either way.
