I think I have figured this out -- what Nintendo's plan is.

Basically, Nintendo plans to (1) DL directly to SD card and (2) improve transfer rate when moving game from SD card to memory.

What I think this means is (1) when you load the game to an SD card, you get a marker loaded to your Wii memory (like a cookie) and (2) when you want to play a game, you can -- if you have that cookie -- quickly load it from the SD card to the Wi memory. If it only takes seconds to transfer a game from SD to Wii-mem (instead of the near-eternity it does now), it is an improvement.

Admittedly, if I am right, then so is the OP. However, my take on it is a bit more optimistic and shows that Nintendo is trying to make things work better -- but is just a victim of its own success. (It has sold much more than it thought it would and DL content is huge).

Personally, I don't mind the current refrigerator method. What I DO mind are games that won't let you transfer their save files to an SD card -- like the 119 block Elebits save file. Those are much worse for system memory than the DLs.

I like to jump around, and would lead a fairly serene and aimless existence if it weren't for my friends always getting into trouble. I love to help out, even when it puts me at risk. I seem to make friends with people who just can't stay out of trouble.
