If you know Square-Enix, they don't mind pissing off anyone as long as they make money.
"What Nintendo? You are still going with cartridges?"
"Hey Sony, we are gonna screw over Nintendo, let us use those CD's you got. Cost less than those carts Nintendo is using."
Then we come to this.
"Hey Sony, you got money to dish out to us for FFXIII and Versus exclusive?"
"Yo Microsoft, Sony doesn't want to pay up. We are gonna pull a Nintendo on them and send our games your way too. More money in our pockets."
I could see that happening. This is Sqaure-Enix (Squaresoft, much better name IMO) we are talking about. They already hit Sony hard with the timed exclusivity of Last Remnant and exclusive of Infinite Undiscovery and Star Ocean 4 (possibly multi in the future, why else would they re-release SO1 and 2 on Sony handheld while having 3 on the PS2?). Although I am pretty sure those costed something.
