Payton had more influence on the game then some in here will want to admit, but the kicker is that he was an influence in bringing some western concepts into MGS4, and that is where he excelled. Halo already has Western ideals out the wazoo so I'm unsure what he's going to bring to the big table other than a name they can tote, unless they are looking for some Eastern ideas that Payton may have picked up while over there.
