In any case, this could be really cool if Nintendo ever decides to go through with building a handheld like this, especially if they move away from cartridges in their next iteration.

 I'd be surprised if they move away from cartridges (read: flash memory) for numerous reasons. Firstly, since the only other options involve moving parts, that reduces battery life. Secondly, rapid console motion + moving disc probably isn't the best idea (I could be wrong, How does the PSP do under rapid movements?). Thridly, while you could get extra space on an optical disc, DS devs don't seem to have any major problems with the current limited capacities. Very few games even come near the 128meg mark and rumours have it that a 256mb game is on the horizon which means that the 128mb 'limit' perhaps isn't so. Assumably the next generation of DS will also not push the boundaries of graphical power, so less space is required anyhow.
