The only new functionality is that Nintendo allows VC and WiiWare games to be downloaded to the SD card, but to actually play them, you still need to move the games over to the Wii's internal memory.

This is probably the most stupid thing Nintendo has done this generation. We can't keep swapping games forever. In a couple of months, when people have too many VC and WiiWare games they want to play regularly, people stop buying new VC and WiiWare games.

In other words, Nintendo killed its own download service.

 

I assumed the same thing at first but then I started thinking about it and it just didn't make sense.

They could allow you to download directly to your SD card, then more something else to your SD card, and then move your newly downloaded game off your SD card, and then finally play it.

That doesn't make sense and doesn't solve anything.  All it does is add another step.  Because of that, I'm pretty sure they're going to allow you to play games off your SD card.  I just hope games on your SD card will show up on your menu.
