This is pretty much the case. It's acknowledged by most that this is how Killzone made a lot of its sales. Sony made it a $20 platinum/Greatest Hits title and a lot of people decided the game was worth $20 to try out. It's part of the major problem when you try to throw #s around to show how successful a game was.
To give an idea of initial sales, it debuted at #12 in the UK and was off the charts by the end of December.
