Resident Evil 4 was on a new generation of platforms (3 was still on the Playstation), so that one doesn't count. So aside from the dramatic improvement of Super Mario Brothers 3 (which is comparing a near gen end game with a launch game), I don't see what's so different from your examples and Gears.
Gears 2 looks like it improves over 1 in every way. Just because they have the same art direction doesn't mean they're the same. Halo 2 had the same art direction as Halo.
