Resistance 2 will sell more hardware units, Gears will sell a bit more in software units. Who wouldn't have bought a 360 for Gears of War 1, Halo 3, Bioshock and all those other shooters? And don't tell me that the poor are going to buy lots of Xboxes, they can get a Pro for $199 on ebay instead of the arcade. We have already seen what the price drop has given, 71k on the second week when a timed exclusive and a big multiplat get released. The userbase difference should give Gears an edge, although I think it will be closer than you think because many people are skipping the 360 version to play it on PC.
