Not really, girls have always started pubery earlier than boys and eight has been considered within the normal range for at least a while.
I also don't believe a world war is plausible anymore due to mutually assured destruction. The closest you will get is another cold war fought through multiple proxy wars, and also through cultural, social and economic forces.
