Depends on the character.  Shiek/Zelda have tilts with almost no reach.  Bowser, DK, DDD have tilts with crazy reach.  That's more or less why my Bowser only lost one stock against your Shiek.

If you can't get through the other person's tilts then put them in a place where they can't easily tilt.  Use projectiles to make them come to you, try to get them into the air for an aerial fight, etc.

I have tryed that and its the 3 there that i have the bigest toble all ppl do vs me is just spam tilts i can get in from time to time and when i do i make it count but i cant even roll behind them becuse of the rng of there tilts i cant come from that air becuse of up tilts. Spaming rng attk is somthing sheik can do zelda is better at it but it never dose seem to work out that well. @ iroi what did you think of my ninja vanish!? hehe that was fun i did not realize it could be soo usfll in putting dmg on ppl and i can go all crazy when there plat forms to play with hehe. Sry for the dc i think it was on my end btw i am going to get back on smash a bit lator on sry ! but they where realy good games!
