Maybe they are keeping the PC version behind to make sure the PC controls actually work the way PC controls should and just overall polish.
P.S. How do you have any decent aim with those sensitivities like that? Myabe I'm just spoiled but the Shock Rifle from UT2004 taught me that a little physical work goes a long way when it comes to accuracy.
