Americas economy failing, is it karma?

I don't believe in karma. And if it existed I would hope it would be just and fair enough to know the difference between the country's leaders and its people. The leaders start the wars, the people are the ones that suffer from a poor economy. I truly doubt GW is hurting from the downspike.
