So the Wii is steadily selling ~ 10% more than Ps2 was in the same time frame (not ~ 30% as the graph in the OP suggests).

It's quite fair. Although PS2 wasn't selling worldwide for many months, the reason was a lack of stock(which you do point out). Therefore, more PS2s could not have been sold during the period.
However, because of those shortages it wouldn't be right to think that the Wii will continue to outperform the PS2 by ~30%. Heck, that'd be about as crazzy as thinking the PS3 will sell the same amount as PS2 in "similar" years.
