I personally use Scottrade and like it a lot. My brothers and my dad switched over from their respective accounts, and I don't think they've had any problems...$7 online stock trades. I dunno about Mexico they seem to do stuff in Chinese....don't think that really helps.
OH! I think it usually starts around $500 US to open an account (at least at scottrade). Can't do a lot of trading with that amount but it is a start. You get about 3% interest on your liquid cash in a standard account.
(Sorry, not really meaning to pimp Scottrade, just the company I know)
