Shamelessly gonna rip this post off some other forum:
got to EA.com and change your account so that location says UK and deleted your billing and shipping info. Save them all and reboot you EA dowloader, you should now be able to decrypt. I don't know why it takes so long to decrypt though, annoyng as hell.
