That was my logic with my 360.... bought a cheap core bundle.... then got the HD shipped from the US (I did get a €50 cashback with my console on a HD.... making it a €250 premium .... but that offer was not compatible with the €60 GTA4 rebate) for 60€ about.....
An HDD though is not all that usefull I found... But worth it for the demos.... I mean with it there is a good 20H of gameplay to have so it's the value of a game. and it offers additional possibilities (DLC)
