The game looks whack but intresting none the less. He appears to look alot like another Japanese super hero so I'm guessing their is satire us in the west are missing. The game obviously targets a Japanese audiance specifically. I'm not sure if it is coming to the west can't remember. But if it does I'm sure Nintendo's team at TreeHouse will have a very hard time giving it the same sense of appeal it will have in Japan.
Your viewing this too narrowly keep in mind our cultures are different and a game that may look like someone OD'ing on crack here in North America might be a major hit in asia. While something like Halo might be awsome over hear but Japanese gamers might think what the heck is this hunk of junk.
We all have different tastes just because you don't think the game will be good doesn't mean everyone else around the globe shares that opinion. Besides look at the marketing potential behind Nintendo creating a Super Hero the comics , movies , anime that could be really profitable for Nintendo!
