It's not that he stole their songs, it's that back then, lots of record labels were of a far more regional nature, and often when an artist had a hit in one area, another artist in a different location would cover the song and make it popular in that region. The difference with Elvis was that his record label promoted him nationally, so the songs that he took from other artists became attributed to him throughout the country (and world). I've heard about 4 different versions of You ain't nothing but a hound dog (with different lyrics). But once he made those songs famous, other artists couldn't re record them in their areas, because they were considered Elvis songs everywhere.
Little Richard tried to make a version of Elvis's Hound Dog, but he didn't release it because there was no point.
Elvis represents an evolution of the music industry more so than music itself.
