Correction: Around 10% of people buy both version, especially the people who want both legendaries. Also, each game has exclusive Pokemon.
While you only need one, 2 is the way to go for the full deal. Though, with online trading, getting both is really only necesary if you want the two legendaries.
Me and my brother both got both versions.
