600 million at retail is like 300-350 million to the publisher (yes, retail takes that much), which then loses about another 100 million to licensing if its not Sony/MS/Nintendo, and another 50-100 million to manufacture and ship those 10 million units... so that leaves 100-150 million left over.  GTA probably has a better ratio with the retailers than a typical game (i.e. it costs them more per unit to purchase from the publisher), because of its status as a franchise.

Still, any game which covers its dev costs in as short of time as GTA4 did, especially considering the colossal cost of GTA4 to develop, has done pretty well.
