And I don't mean ALL. RE4 had crossbow chiefs. But the vast majority of them are, that's the point.
But hey, give them all guns to give the cover system purpose. That'll make it a much better game.
Tinkering with this kind of stuff doesn't help. Especially so late on in the development.
