Cutscenes are included in the time. My time was some 20 hours the first time I completed the game. Nine hours of cutscenes - that makes some 11 hours of gameplay for the first time. After that, though, I've completed the game in under five hours (usually), though I did complete it in a some six hours a couple of times as well.
