They can do pretty much whatever they can dream up ...
If you want to make a game for a group of people all you have to do is think of something they enjoy doing. As an example I have been in a position lately where I see how crazy many women get towards planning weddings. Hypothetically speaking, you could make a game where you start out by planning a wedding (Hall, decorations, food, ceremony, reception) and then the game becomes a tactical RPG where you're in controll of the Wedding party (minus the bride and groom) and you have to prevent the wedding from becomming a disaster; you end up being graded on how much of a success the wedding was for the bride/groom based on how it met their expectations and how many disasters you avoided.
I don't know how successful this game would be (and it is overly steriotypical) but I don't think anyone has tried a wedding simulator and I think it could be successful.
Construction games, firefighting games, photo journalism games, and political games have never (really) been attempted before. If I can think of dozens of ideas in minutes I'm certain other people can too and the limit are endless.
