GTA only cost that much because of MASSIVE marketing, it was beeing built for two systems, Grade A cameo voice casting. Not because it was that technologically advanced in any way. It was great, but not innovative in any way like Assassin's Creed, Crackdown, Infamous, MGS4, these are innovative sandbox games/sanbox quality.
