I'm guessing the Cell won't allow the PS3 to be fully utilised until 2025 possibly. PS3 Games currently use 0.05% of the cell's potential.

 

 I hope you do realize that even with 0.05% of the Cells potential 20% would be a long physical and mental strain on developers.
