No it isn't. That's a pretty far-fetched statement to make.
The power it takes to run and game, and the budget it costs to produce a game are not exclusive to those that go with a more realistic approach. There are most likely lots and lots of games cost less and demand less than WW or Okami or SotC from last-gen, just like there are probably loads of FPS's from this gen that demand less than Blue Dragon or Eternal Sonata.
I thought game designers approach the visual side of things to approprietly compliment the theme of which ever game they're making. Do you think Nintendo made WindWaker the way they did just so they could cut corners?
