That's a fair argument honestly, But its GTA, People will want all that they can get out of it. Just like Guitar Hero II, people want more and the version with more, wins the fans. I think GTA is a bore to be honest, but its a ridiculously popular game and there's no denying that the 360 version (aside from having the larger instalation base) will most likely sell far more because of the DLC.
Also, remember, GTAIII was able to take off on the PS2 because the PS2 was a dynamic console with an exploding instalation base. The PS3 doesn't have this. And without previously proven games in a franchise to give the fans a taste, a new IP for any console can be easily ignored by those who don't wish to be troubled to own it. Previously established Franchises will always be the deciding factors for the majority of gamers throughout the generation.

Things that have changed since the last Generation of Gaming:
- Nintendo has shown us you can have the best selling console of all time with virtually no games for it.
- Graphics suddenly matter to Sony fans but Reverse Compatibility and Dual shock oddly enough don’t.
- Kiddy Crap is trendy with Hardcore gamers now that it’s no longer Nintendo’s “thing” (Viva Piñata, Little Big Planet, Banjo Kazooie 3, LBP)
- Third Party Developers are now essentially the equivalent of Video Game street pimps.
- Gimmicks are no longer fads (Wii-mote)... Well, not all Gimmicks (PS-Eye)
