No, Valve refused to put their games on PS3 themselves, so EA went ahead and made the (crappy) PS3 port of The Orange Box. I also vaguely remember Valve saying that Left 4 Dead won't come to PS3, but don't pin me down on that one. It's only logical though.

You're right, they did refuse to put games on the PS3....until it started outpacing the 360:

Now all of a sudden they need to "re-evaluate" putting games on there when before it was "No, the PS3 is crap/waste of time"......chances are, if they weren't so stubborn before, they would know how to code better on the platform, and wouldn't at this point, have to "re-evaluate" the platform because they could have already put games on there that would have made then some $$$
