I guess due to the success of Guitar Hero on tour for the DS they're making it the namesake of Guitar Hero 4.

No, I guess either they were planning to just call it "On Tour" from the start and just named the Ds game that ahead of time or decided to name it that after the DS game, I don't know.

I think you missed my point. The names of the two games aren't the same. Guitar Hero IV is Guitar Hero: World Tour. Guitar Hero: On Tour is the first DS Guitar Hero game.
