See that's what I'm saying. If the heads of state of Georgia had asked for help, then it would have been for the benefit of Georgia and against whatever rebels there may have been in Ossetia. But are you also saying that if the rebels asked for help from a bigger power they shouldn't be answered because they aren't the offical heads of the state? Your procedures heavily help out the current State and not the separatists.

And I agree with you, the international community could have done a much better job, as they could have done in many many other cases, but it has been show to move extremely slowly and if atrocities were happening they would have continued for a while. Also, if the two regions actually join Russia, they would non longer be satellites, they would right out be considered part of Russia. I do agree with your point though, Russia has been aggressive, if you look at history it has always been so, but that's just a fact of life and not something that can be changed just because they lost a cold war.
