The game will most likely be released for 360 in Japan. Square Enix isn't exactly not trustworthy when it comes to PS3 exclusivity as of late. They said for years how FFXIII wasn't coming to 360 at all, yet it is.
Sega said the same thing about VF5. They said that it was only coming to Europe and the North America, that is was exclusive to PS3 in Japan. VF5 was released for 360 in Japan.
In the end does it really matter. You are going to be able to play the game either way. Whether it comes to Japan or not is a moot point.
