That statement is often repeated by people that just aren't good at Mario Kart and by no one else. If you were good at the game you would realise that it involves much less luck than you think.

 

The powerups are so randomly generated and it helps if you know where all the short cuts on the course tracks.

 

Powerups are not random they are granted on the basis of your position... so you can use that to your advantage and play tactically, or just race the hell out of it and win anyway like myself and even more so RolStoppable do.

And I fail to see how short cuts are based on luck?.... many shortcuts are in fact useless without a mushroom anyway, so those who race in first don't get to use them.

The part I highlighted in blue is actually true... almost anyone can win a race in Mario Kart (believe me some people take 5 minutes to do a lap, so they won't win a race any time soon) That is what makes Mario Kart fun.... there is the possibility that someone without much skill might win 1 race.... but the people with more skill will be winning more races.
