You don't think that refers to the people sitting in their cars who were present at the scene? I'm assuming that if a motorcycle passes by at 100 MPH, you might miss it if you blink.

 

why would a newscaster being talking about what drivers might or might not have seen when the entire story revolves around the guy speeding while using a footage of the guy? would not make any sense.
