So this has effectively come down to PS3 is graphically stronger, even though the screens for both systems come very close to each other. Thus, if a 360 version of similar quality comes, the PS3 version must have been downgraded.

This entire concept revolves around the PS3 being superior by a large margin which has not been sufficiently proven.

Well the devs behind the upcoming Ghostbusters for instance stated they would have been able to have twice as much onscreen if the game would have been developed as a PS3 exclusive instead of a 360/PS3 game. Another dev stated the upcoming Tomb Raider game will be assets wise designed around the 360's capabilities, this due to when the project started the 360 had a one year headstart.

It's also important to note, cross platform designers often don't intend to make one version much better than the other. Many future 360/PS3 games will therefor likely stay roughly on par. For truly exclusive games developers have no reasons to hold back. So I agree with thread, that comparing exclusives is more interesting.

@ thread

Not everything can be judged from a couple of screenshots, to fully judge a game's graphics you will have to play the game in optimal settings (slow or fast paced, fluent animation, activity on screen, graphics diversity, etc).

Evidence should be visual proof, not what developers say.
Exclusives can push a console, but they have different art styles and genres often.
This would make comparison a challenge, making it come down to which style do you prefer. This can only be solved when a large margin of difference appears, which I feel has yet to occur.
