Nice thought, though it should be a bit quicker for developers to adopt the leading console then handheld as consoles are their cash cows but they'll be more focus in the years to come and if the ideas that have come up is any signal at all they'll be some very cool and inventive ideas going into the new games. Well, no, because Handheld games take less time to develop so there was less lag between seeing that the market winner was the DS and having teams that had just completed PSP games switch to DS.
With home consoles games take longer to finish so even after it was clear that the Wii was gonna be #1 there was so much effort put in so many HD games that it made more sense to see them to completion before having some of the teams doing them switching to the Wii.
Another reason is marketshare, as the DS and PSP launched at similar dates (same in Japan, 6 months difference in US IIRC) there was not an already established base of PSP owners for the DS to battle against like the Wii had to do with the 360. Had the Wii launched at the same time as the 360 there would have been a much faster switch.
