Valve is is a privately held company, or in other words its stock is not publicaly traded and is owned by a small group of people who are probably all involved in making these types of decisions.  There is no need to placate investor..because in the sense you were referring to there are none.

Point taken.  Bypassing the entire semantics tangent, I stand by my claim that his statements sound very hollow at this point.
