Valve is is a privately held company, or in other words its stock is not publicaly traded and is owned by a small group of people who are probably all involved in making these types of decisions.  There is no need to placate investor..because in the sense you were referring to there are none.

 

 actually even as a private company you still have investors, just not as many.
